REPLACING THE PRESIDENT AND THE CABINET
We have had the best and the worst of presidents in the last 50 years. Regardless of your opinion or politics or just plain hatred for a president, the office is shaped by the parties and the elections and the times. We need to change the parties, the elections, and the times in order to restore the presidency to the Constitutional model.
The Democrats have decided that it is more important that a Democrat be elected than anything else - character, morals, intelligence, integrity, honesty, and the system be damned. They prefer good looks, charisma, charm, guile, electability. One candidate is flaunting his initials - JFK - and posing as a Massachusetts Irishman when he's actually an Austrian Jew. Another has zero qualifications but he's cute and has money and the trial lawyers behind him. There are draft-dodgers, criminals, mountebanks, crooks, dummies. They are praying for bad times and a failed war. And all of them are irrelevant.
The Republicans are willing to settle for what they can get. Faced with a left-wing media, a huge Democrat bureaucracy, Democrats openly cheating in elections, the unions and organized special interests, they muddle. They have been convinced that they are a minority party. They are divided by a fear of ruling. Some want to lead but not too strongly. Some want to be conservative, but stay close to the middle. The bold conservatives are called extremists by the ones in the middle and on the left. They will call ResetUSA radical and extreme.
The result has been Wilson, FDR, HST, JFK, LBJ, Carter, and Clinton with some decent presidents in between.
But we don't have to put up with that anymore. The republic will be restored in April, 2004 including the presidency. The political parties will be re-organized with new people and less antagonism. The political system will be more electronic and honest and less emotional. Mandatory term limits will take the money out of politics. Lobbyists and special interests will have to start all over again from scratch to build their power connections in all fifty states. Hopefully we can have a few good years before the corruption sets in again. Eternal vigilance.
I will serve as benign dictator between April 15, 2004 and the election, and I will be elected by acclamation in November for a four-year term. Plans are complete for moving the U.S A. II capital to a site in the mid-west and setting up the new Congress and three federal cabinet departments there.[back to index]
Have you had enough of a Congress which has reached a well-deserved all-time low in public esteem by playing petty politics with every issue, even the most serious ones, by putting far more effort into getting re-elected than in doing their job, by sending our precious hard-earned money out to bureaucrats, politicians, their friends, foreign officials, and special interests and not holding them accountable, by demanding more and more of our money and exercising less and less oversight, by passing laws that entangle and tighten the government’s grasp on our lives and resources and restrict our freedom more and more, by sloshing around in the Beltway culture and ignoring the folks back home. Well, they and their staffs and all of their accoutrements and stuff will be gone next April. New elections will be held in November, 2004. Don’t you dare let these jokers back in![back to index]
ABOLISHING THE INCOME TAX AND THE IRS
How would you like to keep all your paycheck? How would like to get a 100% refund next year? How would you like it if all your tax returns and business and personal records and databases now in the hands of IRS employees were shredded and gone forever? The Sixteenth Amendment (Income Tax Authorization) will expire April 15, 2004, and it is retroactive. All your 2003 money will be refunded as soon as the checks can be written. All those lazy, dumb, smart-ass IRS employees and agents will be looking for a job.[back to index]
The federal government’s jurisdiction has been illegally and unconstitutionally expanded by Congress and the Supreme Court from 18 express and limited powers set out in the Constitution, Article I, Section 8, to an unlimited list of implied powers. This is in direct violation of the Ninth and Tenth Amendments which cut off all expansion of federal jurisdiction beyond the original 18 specified powers. By resetting, we have cut the federal government’s powers back to the original 18 and eliminated each and every implied power and all legislation arising from them. Resetting the federal government has wiped off all the legal and political accretions that have covered up and defaced our Constitution. We will start all over again with a clean slate to write on. Let’s be very, very careful this time to reject any mention of implied powers or any power to delegate anything to anybody. [back to index]
DISMANTLING THE FEDERAL BUREAUCRACY
Federal regulatory agencies under the direction of former presidents have filed suits against us, bullied us, abused power, caused injury and damage, and acted in a politically partisan mode, all the while claiming they know what is best for us. Other federal agencies waste our money and interfere with our lives and prevent our state governments from doing their work. The federal bureaucracy has grown ten times faster than the population. 78% of federal employees are Democrats and deliberately and systematically suppress and repress Republicans and conservatives. The typical federal government employee is paid $45,000 per year on average plus benefits, works 22 hours per week at a 50% level, and sits back at least one hour per day and dreams of reaching age 55 when he/she can draw the same money and benefits and not even show up. These people should begin now to look for work. Keep it secret that you have worked for the government - it means that you are lazy, incompetent, overpaid, disorganized, arrogant, unmanageable, and dishonest. Resetting the federal government will abolish all federal agencies and their regulations and budgets and allow the state governments to do whatever needs to be done.[back to index]
Our judicial system has overrun the boundaries carefully established by the Constitution and laws, and judges are now passing laws to control our lives, our social system, and our most sacred institutions. They are using judicial power to enforce their laws. They are interpreting the First Amendment to exclude religion from our public and private lives. They are ordering prisons to allow prisoners to have TV sets, cable TV, exercise rooms, conjugal visits. It's over. RESET replaces these wayward judges, overrules their decisions and orders, and restores the rule of law throughout the land.[back to index]
Lawyers greedy to follow up federal regulations with class-action lawsuits and strike suits with multi-million dollar fees paid by taxpayers, have abandoned their code of ethics and lost the sense of their true role in the legal system and in government. Government lawyers have represented private plaintiffs against private citizens with harassing and frivolous lawsuits. Resetting removes the basis for these crazy litigators and returns the rule of law. There are too many lawyers, many of them bred by the expansion of the federal government. RESET eliminates most government lawyers and gets them out of courtrooms and compels them to get honest work.[back to index]
Our public schools have been invaded and taken over by the socialists, from colleges of education who train the teachers, colleges of library science who train the librarians, textbook publishers with sweetheart deals with the teachers and other educrats, teacher's unions clearly run by socialists, to school boards elected by teacher and school employee political activists for their compliance with all of the above, school superintendents and coaches and principals who have been promoted from the ranks of teachers and educrats. The federal government controls everything through grants and loans and other financial strings and the application of federal law to local schools. If it gets federal money, it gets federal control. This is not a conspiracy, it is a fait accompli which can be undone only by resetting the federal government. Resetting eliminates federal money and federal control, unions, textbook censorship, teacher and librarian tenure, academic freedom to teach whatever you want to our kids including sex, gun control, atheism, diversity, humanism, moral relativism, multiculturalism, group-think, socialism, anti-Americanism, anti-war, historic revisionism, tolerance of homosexuals and alternative families and lifestyles. Our schools will no longer be indoctrination centers for the socialists. They will no longer be feeder schools for our socialistic colleges and universities. They will no longer be willing baby-sitters for people who have become baby-machines. The three R's will become fundamental again. Teachers will be required to be able to read, write, and do math at a college level. Through treaties and other foreign entanglements our very sovereignty
has been compromised and abrogated, our borders are wide open and unprotected,
our culture is under severe attack, even our language is threatened, our

and industrial secrets are stolen or given away by spies. We are spread
too thin across the world. We have become weak and vulnerable. On April

only! Any American attacked or violated in any way in any part of the
world or in space will be avenged ten times over. We are not isolationist
- we are just tired of your anti-American crap and we're not going to
take it any more! Tactical nuclear weapons will be used when conventional
weapons fail to do the job. Violence against anything American will be

Why is this national plebiscite not being conducted by local, state and federal election officials?
First, it would take years to get them to do it. We can't wait any longer. There are fifty separate state laws and thousands of election commissions. Ross Perot with hundreds of thousands of volunteers, spent more than $60 million and more than a year just getting his name on the ballot. It would have taken three more years and countless millions to get his party on the ballot. Second, the government officials just might stall or refuse to do it since all elective offices and political jobs are threatened by RESET. Should the Founding Fathers have waited for King George to hold a plebiscite on independence? Third, can we trust the government to give us an honest election on resetting the government? Yeah, right!
So someone outside of government and independent of the government has to do it. We at ResetUSA have volunteered. Being Tennesseans has nothing to do with it, probably. We have no organized government. We are about as independent as you can get. We have done the research, we studied the history and the law, we looked at all possible mechanisms (declaration, secession, open bloody revolt, open non-bloody revolt, closed bloody revolt, coup d'etat, beerhall putsch, Sunday School putsch, etc.) and chose the internet, we had the resources though they were severely stretched. Tomm led the way.
Isn't this RESET going to cause chaos everywhere?
No, only in Washington, D.C. The state governments will not be affected. They will have full power and jurisdiction as provided in the Ninth and Tenth Amendments. You will be shocked and surprised to see how little we actually need the federal government for. Each state has all the organizational structure and power it needs to keep law and order, provide economic and financial support, provide basic necessities, utilities, etc. for its people. If you can think of anything the federal government exclusively does which is needed, let me know and I will take care of it. The military, foreign service, and treasury functions will continue with the new federal government.
What will happen to all of us federal employees, retirees, veterans, disabled, welfare recipients?
You will have some disruption before the states take over your case. Begin now saving up money and food to tide you over. Benefits will be reduced substantially and cut off in some cases. You will have to re-apply to the state agency, if any. Able-bodied persons will be expected to work. Fathers will be expected to take care of their families.

Abortion - Reset will reverse Roe v. Wade. States will have the right to legislate however they wish.
Academic freedom - socialist baloney.
Affirmative action - voluntary only. Help those who help themselves.
Bankruptcy - the entire nation will take bankruptcy April 15, 2004. All debts, secured and unsecured will be cancelled.
BATF - abolished
Campaign finance - no need for it since elections are electronic and terms are limited.
Charitable foundations - have been taken over by socialists - no longer needed - will be confiscated by America II, The Second Republic, and used to repair damage done by them.
CIA - reorganize.
Civil rights - The 14th Amendment separating out a class of rights and creating classes of individuals protected is abolished. Every person's total rights are equal and equally enforced at all times without the 14th Amendment. Civil rights terrorism will become a thing of the past.
Civil service - federal employees cut back from millions to about 30,000 very civil persons.
Colleges and universities - will no longer receive federal money and will abolish tenure and academic freedom and faculty unions and make accounting and finance records public. Campuses will be closed to all but students, faculty, parents, and announced and approved guests. Anyone using drugs or alcohol or engaging in unmarried sex will be suspended permanently.
Congressional gridlock - it will never happen again with congress limited to constitutional powers.
Council on Foreign Relations - no longer needed - irrelevant - no world order, new or otherwise.
Crime - all constitutional protections for criminals and pre-criminals abolished. Law enforcement will be increased in quantity and quality.
District of Columbia - will become Monument City when the U.S. capital is moved west. A new District of Columbia will be established in Kansas. No lawyers, lobbyists, special interest groups or other camp followers will be allowed.
Diversity - socialistic baloney.
Drug problems - will be eliminated in a real war on drugs with military involved. To hell with posse comitatus issue.
Economy - will be stabilized and healthy as government interference is removed and markets are allowed to operate with maximum information and minimum government.
Education - The U.S. Department of Education will be abolished and all
employees fired
and all federal laws regarding education will be rescinded. All teacher's
unions will be abolished and all federal support for education will be
terminated April 15, 2004. The next step will be to take state governments
out of education and return it to total local control. Reset State governments!
Elections - will be electronic with little opportunity for fraud and 30-day campaigns. Parties will be relegated to selecting candidates.
Energy - will be plentiful and cheap without government regulations and interference. (See book, Resetusa.com)
Environment - will be protected from environuts and tree-huggers as all legislation is abolished and real science is applied.
EPA - (See Environment)
Families - will again become the foundation of our society and government
as socialism is
stripped out of our government and all our institutions, and government
interference with families is abolished.
FBI - reorganize.
Federal budget - will be about 10% of its present size and easily manageable without income tax and only three departments.
Federal Reserve System - no longer needed since government revenue is greatly diminished and federal banking regulations are abolished.
Flag burning - no longer protected. (Now you can beat hell out of anyone you see burning the flag or wearing it or sitting on it. I will pardon you.)
Foreign relations - no longer a significant concern. We control everything. They have been falsely calling us imperialists for decades, we’ll give ‘em a real taste of it.
Freedom from want, freedom from fear - socialist baloney. Norman Rockwell was a great commercial artist but a poor politician.
Freedom of assembly - will no longer include protection for civil rights marches, anti-American rallies, anti-war rallies, obscenities, etc. Only lawful political assemblies are protected.
Freedom of association - will be regained now that the 14th Amendment is abolished and civil rights are no longer separated from other rights and racial terrorism is banished.
Freedom of religion - there is no longer any 'wall of separation' between government and any religious activity. The government may not establish a religion or recognize any religion as government-supported. The government may not interfere in any manner in any religious activity such as religious holidays, use of government property for religious observances, placing of religious symbols and religious documents and readings or writings on government property. The government has instituted a government religion in the department of Health and Human Services and other sociological institutions - this, too will all be abolished.
Freedom of speech - all statutes and Supreme Court cases will be reversed. Nude dancing, body-smearing, porn, depictions of sodomy, flag-burning, graffiti, and commercial advertisements, etc. will not be considered speech and therefore not protected by the First Amendment. Only actual speech by individual citizens on political subjects will be protected.
Freedom of the press - all statutes and Supreme Court cases reversed. Reporters and journalists will have no greater freedom or access than other citizens. Only publications supported by subscriptions and allowing free access shall be protected.
GATT - abolished. Some controls re-instated on our terms.
Gun control - all federal firearms legislation will be rescinded and all federal regulation will be abolished. Guns will be controlled by the ones with the best grip and the best aim and the best intentions.
Higher education - will be on its own without tenure, academic freedom, faculty unions, student loans, Pell grants. Will be required to disclose and make public its accounting and finances. Faculties will be balanced between conservatives and liberals with a substantial edge for conservatives in a sort of affirmative action program to repair the damage done by decades of socialist-marxist-leftist faculty and their activities.
Homeland security - department abolished. Military will protect us using advanced technology. Suspicious foreigners will be transported to the nearest border and if they come back without passing inspection they will be shot!
Immigration - stopped and reversed.
Income tax - abolished.
Journalism and journalists - will become an open profession using the legal rules of evidence. Cromwell should have finished the sentence ". . . then we'll kill all the journalists!"
Labor unions - abolished.
Medical care - returned to doctors and medical personnel. No government interference or insurance companies.
Medicare - abolished. Get healthy, eat healthy, exercise, teach health to kids, enforce healthy habits, wipe out unhealthy habits. The survivors should see a nurse for referral to a doctor.
Medicaid - abolished. (ditto)
Military - will be under civilian control - mine!
Money - will be returned to a sound monetary basis in preparation for world-wide use.
Multiculturalism - abolished.
NAFTA - abolished
National debt - abolished
National Parks - will become state and local parks and private parks.
New World Order - stopped cold. The UN treaty is abolished and our participation is terminated. Without us and our money it will collapse and provide lots of office space and parking space in New York. Any new world order will be determined by me. Read my book, AMERICA II The Second Republic
NATO - abolished. Can be reformed on my terms.
National Endowment for the Arts - abolished.
National Endowment for the Humanities - abolished.
NPR - gone!
OSHA - abolished.
PBS - gone! Bill Moyers will have to get a real job.
Pollution - controlled by local authorities.
Pornography - no longer protected. After the war on drugs - look out pornographers!
Postal Service - USPS abolished and free competition allowed. No unions! No federal money.
Privacy - existed long before the Constitution and Bill of Rights. Does not include right to kill a baby.
Property rights - returned to the forefront of all rights as the basis for freedom and stable government
Religion - government interference on whatever pretext is abolished.
Rights - I wrote a whole book on this subject. It will be published as soon as the smoke clears. It will be required text in every grade K-24. It will be carried around like the Bible or the Communist Manifesto, or the Sayings of Chairman Mao.
Rights for criminals - abolished. You get convicted for one felony, you lose your rights. We don't have time, space, food, or oxygen for losers.
Social Security - for those who have paid and got nothing back, you will get a refund. For those now receiving it - make other plans. For those dependent on it, go move in with your former congressperson - they sold you on it, got your vote, and then spent your money on pork.
School integration and busing - abolished. Especially since schools and education are no longer government concerns. Your kids will be able to walk to school and you can go with them. Teachers will be tested every year. See Education and White Paper on Education.
School prayer - yes, indeedy! Atheists and members of strange religions get over it or start your own school. The schools are no longer governmental and are now beyond your silly machinations.
Schools - will become very local and controlled entirely by local parents and grandparents.
Space science - will grow at a reasonable rate without government funding except for missile defense which will be pursued with a vengeance (sic).
Science and technology - will grow based on actual results and no more fighting and cheating and plagiarism among academics for federal dollars.
States rights - will be restored as the Ninth and Tenth Amendments are dusted off and put back on the agenda. Monuments to them will be placed in a prominent place in the next room where congress meets.
Term limits - mandatory for all federal offices. You must resign in July before you can run again. The states may want to re-consider this.
Think tanks - no longer needed. I will do all the thinking in future.
Trade Regulation - abolished.
Trilateral Commission - no longer needed. Irrelevant. (See CFR, above)
TVA - sold to private power companies. Another good idea from Barry Goldwater.
United Nations - treaty rescinded - gone! For rent sign on headquarters building in NY.
Voting rights - will be based on demonstrated responsibility (education, family, job, property) and the possession and use of a computer on the internet (subnet).
Voter registration - will be checked at every election by computer. Details later.
War on terror - formally declared and pursued to quick finish.
Welfare - as we know it will be abolished. Faith-based institutions will take over. They will grow mightily to meet the demand.
Women’s Rights - will no longer be separated from other rights - equally and totally enforced by women - no government interference.
World courts - gone with the UN.
WTO - abolished.
